MINUTES of the 47th Annual General Meeting held in St Mary's

Church Hall, Old Road, Frinton, on 25 April 2009 at 10:00 am
Present: The President, Chairman, Vice-Chairman, Honorary Treasurer, Honorary Secretary, Assistant Secretary
and six other Committee members, eleven guests including Councillors, a Parliamentary Candidate, the Press and
a Police Sergeant, together with fifty-nine Association members and nine non-members

1 INTRODUCTION

Patricia Marino thanked everyone for attending. After introducing herself as the newly elected Chairman, she

paid tribute to the past Chairman, Brian McLellan, for all the help he had given to the Association in

recognition of which he had recently been presented with engraved wine glasses. She explained that the hall

would have to be vacated by 11.45 am as a wedding reception was taking place there that afternoon.



She then pointed out that although the Residents' Association was an apolitical organisation, representatives

of all political parties had been invited to attend to listen to discussion on items on the Agenda, to answer

questions and be made aware of issues affecting residents. Those present were thanked for giving up their

valuable time to attend that morning. She introduced the FRA Officers on the platform and thanked them for

their assistance.



The Chairman then explained her wish to increase membership numbers stating that although there were a

good number of residents in membership, the more members the more credibility the FRA would have as an

organisation and we would like to say that we are speaking on behalf of the majority of residents of Frinton.

Finance was not what it was all about although it was never known when an issue might come up where funds

were needed.



One suggestion was to identify a person who would act as a link member for each street/avenue/ apartment

block. That person would then keep in touch with the people in their area, welcome newcomers and

encourage them to join the FRA. Anyone with a concern could raise this with the link member who would

give advice and/or contact the FRA Committee. The link member would not necessarily have to be a

Committee member. Anyone who would like to be a link member was asked to contact the FRA.

2 APOLOGIES

Apologies had been received from Ray West, Linda Ellis, John Barter, Caroline Blackler, Gladys Rouse,

Douglas Carswell MP, Mrs Humphrey, Roy Caddick and Councillor Iris Johnson.

3 MINUTES

It was agreed that the Minutes of the previous Annual General Meeting held on 26 April 2008 be approved.

However, one member abstained from voting because he believed that an issue he had raised at the previous

AGM had not been minuted This was discussed later (see item 8).



Secretary's Note: It was subsequently found that the issue had been raised at the previous Half-Yearly

Meeting (not at the previous AGM) and did appear in the Minutes of that meeting. After the meeting, the

Chairman visited the member with the relevant Minutes in order to clarify the situation.

4 ACCOUNTS

The Treasurer reviewed the Accounts for the year to 31 December 2008. As no-one had any questions, it was

unanimously agreed that the Accounts be approved.

5 APPOINTMENT OF AUDITOR

It was unanimously agreed that the current Auditor, Mr R W Smith, be appointed for the year to 31 December

2009.

6 ELECTION OF OFFICERS & COMMITTEE MEMBERS

The Chairman pointed out that in accordance with the Constitution, the election of Chairman and Vice

Chairman would take place at the first Committee meeting after the AGM. She then read out the details of

those standing for re-election.



The following Officers and Committee members having been proposed and seconded (as shown on the

attached) were unanimously elected: Len Brooks (President), Don Whyte (Honorary Treasurer), Jeanette

Phillips (Honorary Secretary), June Stearn (Assistant Secretary), together with Committee Members Chris

Perry, Pat Batley, Charles Harrison, Colin Knights, Peter Leaman, Ivan Jacklin, Caroline Blackler, Patricia

Marino and Gillian Sanford.
